Building and Permits
- Issues permits for projects such as new construction, additions, remodels and repairs to electrical, mechanical and plumbing systems.
- Performs plan review and inspections on new residential and commercial properties
- Plans and implements the City’s adopted building codes and ordinances
Citizens First
- Liaison between the City of O'Fallon and community
- Helps internal and external customers with informed answers and access to valuable resources
- Provides administrative assistance to other City departments
City Administrator
- Helps to resolve issues by promoting communications among elected officials, citizens and staff
- Provides leadership to the organization in the implementation of Council policies and goals.
- Responsible for submission of the City budget and capital improvement plan, and its administration after the Council's adoption
City Clerk
- Legal custodian of the permanent records for the City, which includes ordinances, resolutions and contracts
- Prepares agendas for City Council meetings, and maintains the official minutes of Council proceedings
- Supervises the retention of permanent records and the disposal of non-permanent records
Code Enforcement
- Addresses public nuisance violations
- Enforcement action resulting in Municipal Court appearance for unresolved violations
- Feedback as necessary to complainants
- Takes up vehicles declared a nuisance, non-permitted signs and additions/structures built without a permit
Communications
- Builds and maintains positive relationships with residents, local businesses, and the media
- Designs and maintains the City's four websites
- Oversees the design and production of graphics related to events and City business
- Produces and distributes the quarterly City newsletter and Parks & Rec Guide, and weekly e-newsletter
Economic Development
- Proactive in developing relationships with businesses seeking to locate, retain or expand their operation in O’Fallon
- Prepares data on available properties, including demographic trends
- Provides guidance in navigating the necessary steps to build or expand your businesses
Engineering
- Issues driveway and utility excavation permits
- Regulates development in the 100-year floodplain
- Reviews of all Planning & Zoning Commission submittals
- Works with residents on wastewater, stormwater and drinking water issues
Environmental Services
- Holds Bulk Waste, Electronics Recycling and Shred-It drop-off events year around
- Maintains three paper and cardboard recycling drop-off locations
- Picks up trash, bulk items, recyclables and yard waste for residents, curbside
- Supervises the Residential Roll-off Container Service
Finance
- Develop and maintains processes, systems, policies, and internal controls that ensure legal compliance and fiscal stability
- Ensures that O'Fallon is fiscally responsible and fair in management and safeguarding of City assets
- Provides timely, accurate and relevant financial information to City departments in an efficient manner.
Fleet
- Maintains all rolling stock including police and non-police vehicles
- Responsible for maintaining service records on each vehicle, performing maintenance work and scheduling outside repairs
GIS
- Maintains the City’s geographic data including but not limited to: addresses, streets, utilities and zoning
- Provides City departments, commissions and private citizens with GIS maps and products
- Responsible for supporting applications that leverage the GIS data
Grants & Assistance
- Administers grants for home improvement, siding, down payment assistance and other uses
- Expands affordable housing and economic opportunities
- Improves community facilities and services, principally to benefit low-to-moderate income persons
Human Resources
- Administers safety, liability and worker’s compensation programs
- Assists with recruitment, selection and placement of all City employees
- Oversees benefit administration, employee relations, training, personnel policies and procedures
Landscaping
- Designs, plants and maintains the floral beds, container plantings, flowering shrubs, trees, lawns, interior plants and other horticultural highlights
- Grows plants for display in the City’s greenhouse, and operates a nursery
- Responsible for the year-round appearance of key properties within the City of O'Fallon'
Municipal Court
- Adjudicates traffic and other ordinance violations primarily filed by the O'Fallon Police Department and Code Enforcement Officers
- An extension and qualified division of the Circuit Court of St. Charles County
- Assures all parties a fair and impartial disposition of their case(s)
O'FallonTV
- Airs all City of O'Fallon meetings and workshops live and on-demand
- Also available on Charter Spectrum TV Channel 991 and AT&T U-verse Channel 99
- Informs and educates viewers about City operations, programs, services and events through original programming
Parks and Recreation
- Maintains eight developed City of O'Fallon parks, totaling more than 450 acres
- Provides original programming, including camps, swim lessons and facility rentals, year around
- Responsible for the day-to-day operation of the Renaud Center and Alligator's Creek Aquatic Center
Planning and Development
- Implements planning goals and principles to create a community that offers better choices for where and how our citizens live
- Responsible for the current and future physical development of the City
- Review all land development plans, as well as issues relating to zoning and land use ordinances
Police
- Progressive organization consisting of 118 sworn officers and 37 full-time non-sworn personnel
- Proactively patrols assigned areas and responds to calls for police service
- Takes an active role in community-oriented policing through numerous citizen and school programs
Project Management
- Develops a project plan with goals and objectives, specifying tasks, needed resources, budgets and timelines
- Provide the City with professional engineering services through all project phases
- Handles the upkeep and maintenance of traffic signs, signals and lights
Prosecuting Attorney
- Represents the City of O'Fallon in prosecuting violations of City ordinances
- Enforces the City's building code and animal control ordinances
- Committed to providing a forum for a fair and impartial process for persons accused of violating an ordinance
Public Works
- Dedicated to maintaining and improving O’Fallon’s quality of life by planning for future needs
- Responsible for regular maintenance on City roads, storm sewers, water mains and sewer lines
- Oversees the Environmental Services, Streets and Water & Sewer divisions
Streets
- Maintains the City’s right-of-way infrastructure for safe and pleasant travel for its citizens and visitors
- Responsible for general street maintenance, public storm infrastructure and snow removal
- The 700+ lane miles of roadways in the City have an estimated value of more than $400,000,000.
Stormwater Management
- Handles stormwater and related issues within our jurisdiction
- Brings an ongoing commitment to meet state and federal laws and help improve our water quality
- Involved in many resource-related projects and issues
Tourism and Festivals
- Plans and coordinates events, including Heritage & Freedom Fest, Celebration of Lights and many others
- Oversees the tourism efforts of several historical and recreational attractions
- Active in performing and visual arts: O'FallonTheatreWorks and The Shape of Community sculpture series
Traffic
- Monitors and maintains the City of O’Fallon’s traffic signals and traffic control signs
- Carries out a Pavement Management Program, in conjunction with the Streets Department
- Installs traffic calming measures in order to maintain the safety and operational performance of roadways
Utility Billing
- Grants registration and/or connection/disconnection of utility services
- Collects customer payments for utility services
- Provides customer support for the City's utility services
Volunteer Services
- Coordinates the efforts of citizens interested in being an integral part of City events and activities
- Organizes volunteers for boards/committees/commissions, Adopt-A-Street, Adopt-A-Siren, CERT and Police Explorers
- Volunteers enhance City-sponsored activities, programs and events by providing additional support
Water and Sewer
- Provides water and sewer service to parts of O'Fallon City limits
- Oversees the administration of the Sewer Lateral Insurance Programs and Water Service Line Insurance Program
